In order to focus on the ongoing operations of Toowoomba cafe, some areas are top considered, including human resources management, financial operations, OHS, the supply chain and the local governance and overall compliance issue.

Considering that the new café would be gained from the acquisition of the existing Hurley’s café, the risk manager should focus on the risk involved in the operational aspects of this takeover. All the significant risk factors related to the original Hurley’s and the transforming process should be identified. On the one hand, the original store has some limits which may lead to difficulties in the future operation. On the other hand, the new café should overcome the weaknesses, which should be identified by the risk management.

Political factors
Local community seems to provide a friendly environment for the café business. Political factor, including tax policy, employment laws and environment regulations does not affect the takeover. But it deserves consideration that the café is faced up with the water issues related to the local bylaw.
Economic factors
Economic factor refers to the economic impacts on the firm, such as economic growth, interest rates, and inflation rate. Luckily, the acquisition does not relate to these financial problems.
Social factors
The local demographic and cultural aspects of the external microenvironment are social factors. In fact, the café business is highly related to the health consciousness. Customers care much about the calories in the drinking process. However, the coffee has been the tradition in local community, which also improves the development of beverage industry.
Technological factors
Technological factors include the research and development activity, automation and technology incentives. The improvements of technology in this industry may trigger the interests of the customers and bring in more sales for the company.
Strengths and weakness
Strengths
In the case, the café takeover has some strengths which would improve the future development of the new store. First, taking over Hurley’s café is more convenient way to expand the chain of cafes. With established customers, reputation and other resources, the new café would at least keep the original sales after the acquisition. Second, MacVille Pty Ltd, the buyer, can introduce a more efficient management style into the store, which will bring more energy into the old family run store. Third, one of the staff was qualified chef who had developed an innovative and popular range of rice wraps that were tasty, gourmet and healthy. None of the other cafes in the district offered these. It is clearly an attractive factor in the takeover process.
Weakness
There are some difficulties in the acquisition and further operation for the new store. First, the takeover triggers change, which may be disliked by the local customers. According to the research, local customers are mostly retirees and elderly people hate change. Secondly, the old store is at high risk of compliance. The concerns of water use efficiency and cash management cannot be ignored.
