Background

12th January, 2010, Haiti was struck by 7.0 earthquakes. Aftershocks happened frequently, with 10times above 5.0 and biggest one 6.1 happened in Port-au-Prince, capital of Haiti. Most of the architectures were destroyed, including the presidential palace, Parliament House and hospitals. According to the estimation of ICRC, more than 3 million people are affected by the earthquake (CNN, 2010). According to Haiti government report, more than 200 thousand people are confirmed dead. Since the disaster occurred, many countries took measures to help Haiti, so does Canada. As the international situation is complex, the rescue operation of Canada received mixed evaluation. What is more, theperformance of Canada after the rescue also gets negative effect as the economic activities of Canada in Haiti is invasive. 

 

 

Actions taken by Canada 

Canada actively took action since the earthquake happened. During the rescue, Canada supplied not only humanistic care, but also substantial material help. 

The ministerial-level conference about the reconstruction of Haiti after the earthquake was held in Canada. The Prime Minister of Canada Harper expressed “deep sorrow” to the citizens of Haiti, and suggested world wide support to the reconstruction of the country. 

Canada government provided 5 million as rescue funds, which will help the Haiti government supply rescue materials such as water, food, relief items or deal with other emergencies. A rescue team made up by 20 people also went to Haiti, worked at the earthquake zone and provided necessary assistance. Except for this, Canada cooperated with other countries to establish field hospital to aid more people. Canada also sent warships as aiding facilities, the same with America and Britain, which were said for the transportation of humanitarian supplies and do their best to save people and protect the rescue workers (HARRIS, 2010). 

 

 

Doubt about sending warships and following economic plundering 

Besides Canada, America, Britain and Korea also sent warships or aircraft carrier to Haiti, which aroused suspicion that they came for aid or for occupation. For Canada, a Boeing C-17 plane was sent to Haiti with components before Jan 12, 2010. Soon after that, HMCS Halifax equipped with a sea King Helicopter also was sent there with humanitarian supplies. (CTV news, 2010). One of the possible explanations was that warships are with better function, and can complete the rescue tasks in critical situations.International image is also a reason. Since 9.11, Canada joined the anti-terrorism war and aroused great dispute on its diplomatic positioning. Working as the leader of rescue and reconstruction of Haiti is a good chance for regression of peaceful diplomatic. 

 

 

Jean Saint Vil (2011) appeals the international community care more about the people in Haiti and treats them as assert but not burden. The facilities race made Haiti a show field, in which the politicians of each country tries to get benefits for own interests, either voting or reputation, and even the possibility of military control. For this perspective, the action of Canada is simple, mainly for humanitarian aid and for political images. 

But the condition became complex after the rescue or even before the rescue, when bring economic reasons into consideration.In Miragoane of Haiti, more than 23 billion dollars calcium carbonate is found and the oil reserves seems even more. But outside forces including Canada is pillaging the resources. In 2004, a coup handled by America, Canada and France overthrowed the president of Haiti at that time and interference the internal affairs of the state to get more interests.  The mining group of Canada will build three gold mines in northern Haiti, and take measures to avoid legal complications. 

 

 

The people in Haiti also find that the former financial minister of Haiti now is the consultant of the gold mine company. The present ministers seem in favor of mining company and agree with their unlawful act. The mineral exploitation tax in Haiti is almost the lowest around the world. That is to say, the imperialism tendency of Canada is clear, but seems a bit low key than its aid performance. The armed occupation after the earthquake supply better chance for imperial depredation of Canada and other countries. .

Conclusion 

 

 

It is no doubt that Canada did well in the rescue of Haiti earthquake.  The arrangement of aiding is providential and get good evaluation in the international communities. But for economic interests, Canada interfere the internal affairs of Haiti, plunder the natural resources and deceives the people there. It seems that Haiti is a field of fortune; Canada can get not only good reputation, but also economic benefits.
