瑞典以较高的税收为发达的社会福利国家筹措资金。高度的收入转移，广泛的公共服务主要由基层部门承担。它也是经济调节的一种特殊形式，借助于公共消费实施对经济需求方的调节。它同时是一种特定的发展模式，有能力促进制度结构的变化。多年来，瑞典的社会福利国家引起了人们的广泛关注。原因在于：瑞典的社会福利国家把相对高效率的生产部门与比较平等的收入分配和公平的机会结合起来。1989年以来，瑞典的社会福利国家模式引起了东欧和前苏联国家一些改革派政治家和经济学家的兴趣。他们多次访问瑞典，希望建立一种类似于瑞典的社会福利模式，以便使他们的国家在向市场经济转变的同时，建立一个能够提供公平分配和平等机会的社会保障制度。瑞典的社会福利国家模式的特点可以概述如下：
　　 （1）以私有制和市场经济为基础—私有制经济作为他们社会保障制度的必要物质前提，市场经济作为有效的生产制度，在竞争性的产业部门，反对生产资料任何形式的国有化，尤其是在工业和农业生产领域，实行私有制为基础的市场经济；
　　 （2）强调国家的作用—首先，实行高度的计划和调节，以便使基于开放市场经济的生产发展与基于强有力的公共部门的成长相协调；其次，强调公共部门在提供社会保障、社会福利、社会服务方面的作用；
　　 （3）强调技术发展—强调产业结构转型的灵活性和劳动力流动的灵活性；
　　 （4）在调谐平等和效率、平衡经济增长、社会发展和环境保护方面，存在着广泛的舆论基础。

瑞典是一个福利国家，自1936年社会民主党上台执政以来，瑞典实行广泛的社会福利政策，建立了比较完善的社会福利制度，社会福利支出占国民收入的30％左右；社会福利项目广泛，教育普及到几乎所有国民。
瑞典社会福利的特点是把对社会全体公民特别是老年人的基本生活保障作为公民的权利，实行一种“从摇篮到坟墓”的福利制度，将人的一生全包下来，并对各项社会福利制度进行立法保证；当公民应该享受的社会福利待遇的权利不能实现或受到侵犯时，可以向“地方公共保险法院”或“高级公共保险法院”申诉，每个公民从看病到坐公共汽车或地铁都有一个证明身份的“个人编号”，这些编号都输人到计算机里。福利中心办公室用电脑管理，新生婴儿的父亲有权9个月不上班，婴儿的母亲也同样领全薪在家看管孩子。孩子年满16周岁以前，父母均可获得生活津贴；年满16周岁以后，完成九年义务教育的青年，如继续深造可获得学习津贴；病人所享受的病假补助，其数额视病假长短而定，相当于工资的75％—100％；医疗费用和经医生之手的药品开支，大部分由国家负担。
瑞典实行义务教育，人口平均年龄较大，死亡率和出生率均在世界最低之列，瑞典没有贫民区；城市布局合理，各项建筑现代化，室内设备也十分先进。首都斯德哥尔摩还为过路盲人设置音响信号装置，大街上还装有专门的电子装置，自动记录违反交通规则的汽车牌号，外国移民与瑞典人享受同等的社会福利待遇。
瑞典的劳工市场向来以高度的工会化以及和谐的劳资协商形式著称，瑞典法律规定，每周法定工作时数为40小时，每一劳工均可获得每年最少五周的有薪假期，由于工会和雇主均做出很大努力以保证安全和改善劳动环境，瑞典劳资关系比较和谐。
在瑞典，凡是登记失业的人都有失业救济金，其金额多少视工作时间长短而定。被正式解雇一年以上的人，失业后每天可领取500瑞典克朗的失业救济金，半年到一年的，每天领取240克朗；专门的职业介绍所将失业人员的资料输入电脑，为他们提供最新就业信息和职业培训。#p#分页标题#e#
