Introduction
Nowadays the problem of health care protection is very important and there are a lot of discussions concerning its possible solutions. Actually what is of a paramount importance is the effectiveness of work of health care organization, which is often quite low because of many reasons, among which cultural and financial aspects are the most important.
The problems appeared in the case study.
Actually, these are two problems that are of a paramount concern and are the main points of the case study. Obviously these points are needed to be more precise and better explained.
First of all, the main problem that the health care organization faces is the split in cultural, ethical, religious views and beliefs of both patients and controlling organizations. What is meant here is the fact that in the result of such a significant differences in views patients, on the one hand, may agree or not to take services which are proposed by doctors and which are obvious essential. It is particularly dangerous when the problem of refuse to take medical services is vitally important. On the other hand, there are organizations, which aim at the protection of patients through thorough control over health care organizations but they are also often influenced by different cultural, ethic or religious traditions and beliefs and, in their turn, they attempt to control the work of doctors by indicating them what they should do or what they cannot like it was in the example of Child Protective Services in the case study.
Another big problem is financing and costs of health care organizations. In fact the main problem is not in the lack of financing but basically in the effectiveness, or it would be better to say ineffectiveness of use of financial support health care organizations receive. Moreover, there is a dilemma that the health care organizations’ costs do not depend directly on the number of patients, in contrast, there are fixed costs that make any additional financial aid if not useless than ineffective.
As a result the case study arises a number of problems which need immediate solutions and which may deteriorate in the future if the situation remains unchanged because, for instance, if the costs continue to increase while their effectiveness remain the same than economic collapse of the current health care system will be quite real.

On realizing the necessity of the solution of the problems that many health care organizations currently face, it turns to be quite difficult to find appropriate solutions which could be really applicable in the current situation and highly effective at the same time.
Obviously, in order to solve the problems, it is necessary to analyze their causes and only when the causes are eliminated than the problems will be solved. At this respect it should be said that the main causes of cultural problems both health care organizations and patients face are the result of the cultural diversity, which is particularly great in the US. At the same time, the solution of this problem does not imply the elimination of such a cultural diversity.
In fact the entity of the problem is probably in the lack of cultural tolerance, by this I mean moral, ethic views as well as religious beliefs. Consequently, the problem may be solved only through the development of universal set of values based on multicultural principles and promoting cultural tolerance. Practically this can be done with the help of educational programs or else with the help of public discussion of this problem and achieving of cultural mutual respect nationwide.
As for the problem of effectiveness of funds use by health care organization, it should be solved on at least two levels: the level of organization and national level. It means that in many cases the effectiveness of financial policy within the organization depends on its management. In other words, health care organizations should primarily care about well-qualified specialists who were able to organize the work effectively and use finance professionally aiming not at the increasing of financial aid but at its effectiveness. At the same time, the costs cannot be fixed but they should directly depend on the patients and increase proportionally to their number. On the national level, it is possible to work out some programs or nationwide consultations during which different health care organizations could share their experience as for the effective use of their funds.
The rationale for the proposed solutions
Obviously, it is easy to give a piece of advice but it is much more difficult to back up with reasonable arguments. Speaking about cultural and economic problems it is difficult to say what is more important or difficult to solve. As for me, I believe that cultural problems, which include ethic and moral view, religious beliefs etc., are more difficult to solve while financial problems seem to be more solvable. The reason is that cultural problems depends on each individual because everyone is different in his/her moral principles, ethic views, religious beliefs.
Consequently each individual should solve this problem for him-/herself and suggested educational programs or public discussions may only contribute to the development of cultural tolerance but they cannot totally change the personality. On the other hand, the earlier a person realizes that all people are equal and should be respected regardless their culture the easier the problem may be solved because, on realizing cultural equality, people will realize that doctors do not attempt to abuse patients’ moral or religious beliefs but the only thing they want is to help and save patients’ life.
As for financial problems, they are not so difficult because they refer to the organizational level mainly and not to personal one. Consequently, when health care organizations employ well-qualified specialists who are able to deal with many financial questions in specific conditions of health care system than the effectiveness of use of funds will definitely increase. At this respect, it is particularly important to share new experience of successful organizations and nationwide programs and consultations may be quite helpful. For instance, there may be conferences organized for health care organizations and on analyzing their experience it is possible to find out which one works the most effectively and extrapolate its experience on other organizations. Conclusion
Thus, it is possible to conclude that the current health care organization system needs to be changed, or to put it more precisely improved. Basically the improvements should concern the professional level of personal of the health care organizations and development of cultural tolerance. Otherwise, the problems that the health care system currently faces may lead to unexpected and mainly negative results.
