美国作业指导BEIJING (Dow Jones)--Chinese authorities have granted Amway Corp. and Mary Kay Inc. (MKY.XX) direct selling licenses, ending a years-long wait by the two U.S. companies.
The licenses were granted Friday, according to a statement posted on the Ministry of Commerce Web site. An Amway China spokesperson confirmed the approval. A spokesman for Mary Kay in China couldn't be reached for comment. #p#分页标题#e#
The approvals extend a process of relaxing curbs on direct sales that Beijing began last year as part of obligations it undertook on joining the World Trade Organization five years ago. Other direct-sales competitors including Nu Skin Enterprises Inc. (NUS) were granted official approval earlier this year. Avon Products Inc. (AVP) the world's largest direct-sales company, was granted approval February.

Direct sales companies use members to sell their products directly to customers instead of through stores. Chinese authorities banned the business model in 1998, saying that they feared the economic and social disruption caused by dozens of failed domestic pyramid schemes that used similar techniques. Political analysts also said the ban was to prevent the development of cult-like followings cultivated by some direct sales companies, where members are encouraged to grow rich by enlisting other new members rather than by selling products.
After the ban, direct sales companies in China were forced to switch their operations to open standalone retail shops, which cut into profit margins and eroded their competitive advantage. Some companies continued to operate under the radar, recruiting their sales members from college students and housewives.
In recent months government officials had threatened crackdowns and heavy fines on companies that continued to operate without licenses. In order to obtain direct sales licenses, companies had to fulfill several requirements, such as capitalizing their Chinese operations with at least 80 million yuan ($10.2 million) and proving that they conducted "law abiding sales," according to reports in the state-controlled media.
Avon has about 6,000 stores and nearly 30 million salespeople in China. Amway, which is owned by Ada, Mich.-based parent company Alticor Inc., has an 180,000-strong distribution team in China. The Addison, Texas-based Mary Kay, which started operations in China in 1995, has about 6,000 regional distributors.
